Training Account and New Skills Fund


Warrant Hub advices clients on how to access funds for training from the Training Account fund, through the Fondo Interprofessionale and Fondirigenti fund entities, and new measures.


New Skills Fund 2024

The New Skills Fund (NSF) returns again in 2024, confirming itself as a fundamental measure to help Italian companies in updating workers' skills on innovation and sustainability matters. This initiative, promoted by the Ministry of Labour and Social Policies to support the training and professional updating of workers, will be co-financed by the European Social Fund Plus in 2024.  It will also aim to improve the competitiveness of Italian companies, through training courses dedicated to digital transition and sustainability.


Fund Goals

The New Skills Fund was designed to support enterprises that need to structure new organisational and production models, to cope with ecological and digital transitions, and therefore need to develop new skills for their workers. 
The main objectives of the measure are therefore: on the one hand to provide companies with the resources they need to increase their competitiveness with respect to the new requirements of the labour market and technologies, through continuous training of their employees; on the other hand to ensure greater employment stability for workers.


What the Fund covers

In the previous editions, the Fund has provided for the reimbursement of the cost of workers for the hours devoted to training. Specifically, for the hours in which workers are engaged in training activities, the cost of each worker in training was reimbursed, calculated:

  • in one % on the hourly wage
  • in a % on social security and welfare contributions.


Eligible training topics could be reconfirmed with respect to the previous call and concern:

  • the digital transition;
  • the ecological transition.

It should also be remembered that - in previous editions of the call - training activities had to be provided by nationally or regionally accredited bodies; universities, schools, ITS, research centres, or other authorised entities. In addition, companies had to specify in their grant application the Interprofessional Joint Fund to which they belonged. When the third edition of the call for applications is published, the actual requirements to be verified for access to the measure will be announced.


Timing

As of today, the timing of the publication and opening of the 2024 call is unknown. The competent authorities are working to launch the third edition of the Fund, with the aim of making access to the measure available as soon as possible.

Recap of previous editions of the New Skills Fund

2022 Edition

The New Skills Fund 2022 was one of the first responses to the crisis caused by the COVID-19 pandemic, aimed at supporting companies in adapting to new labour market conditions. Beneficiary companies were able to obtain funding for the training of their employees, enabling them to quickly acquire useful skills to meet the emerging challenges. The fund allowed companies to temporarily reschedule working hours to devote time to training, without reducing workers' salaries.


2023 Edition

The second edition saw a significant increase in available resources and greater participation by companies. The financing modalities were optimised, with a stronger focus on sustainability and digital transition. Companies had access to both advance and balance financing, depending on their needs and ability to present bank guarantees.


Training Account and Interprofessional Funds

Interprofessional Joint Funds

The Interprofessional Joint Funds are bodies promoted by trade union organisations that collect 0.30% of the compulsory contribution paid to INPS by companies and redistribute it to finance training activities for employed workers. These funds are set up with the aim of supporting continuous training, thus contributing to improving workers' skills and companies' competitiveness.


Main features of the Joint Interprofessional Funds:

  • Membership at no additional cost: Joining an interprofessional fund entails no additional costs for companies.
  • Flexibility: Enterprises can change or renounce their membership in a fund at any time.
  • Allocation of funds: The resources collected are used for various training-related activities, including management and reporting, design, teaching (internal and external), training equipment, coordination and mentoring.


Training Account

The Training Account is a specific instrument within the inter-professional funds. When a company joins an interprofessional fund, a company training account is created to collect the contributions paid by the company. These resources can be used by the company to directly finance training activities for its employees, offering greater flexibility and control over training needs.

  • Management autonomy: Companies have the possibility to manage training resources autonomously, planning training interventions quickly and individually.
  • Adaptability: Resources can be used to meet the specific training needs of the company, improving the effectiveness of interventions.


In short, the Interprofessional Joint Funds provide a structured and flexible framework to finance continuous training without additional costs for companies. The training account within these funds allows companies to directly use resources for specific training interventions, ensuring a customised and timely approach to employee training.
