ISMEA guarantee
The regulation
The objective of the guarantee is to facilitate access to credit for agricultural enterprises, reducing the absorption of regulatory capital in compliance with the Basle criteria.
The guarantee can be issued up to a maximum amount of € 2,000,000.00 and for a maximum percentage of 70%, which can be raised to 80% in the case of young farmers, as defined by EC Regulation 1257/1999 and by Art. 1 and 2 of Law 441/1998; these limits are to be intended for each single final beneficiary.
Peculiarity
The regulation shows the characteristic criticalities of subsidised laws: the need to respect deadlines, to assess cumulability with other subsidies and to interpret certain regulatory 'steps'.
The analysis of companies in the agricultural sector is also made more complex by the absence, in most cases, of official balance sheets and by the peculiarities of the sector.
